Durable Solutions Being a refugee is not or should not be permanent. When a refugee achieves renewed belonging in a community – by either reclaiming the protection of his or her home country when conditions permit or by securing an alternative durable protection in new society by way of naturalisation – his or her refugee status, which is of an essentially temporary nature, comes to an end.

What are Durable Solutions? Securing a durable solution for refugees is a principal goal of international protection and part of UNHCR’s mandate. It is the responsibility of countries of origin, asylum, and resettlement, as well as the international community, in general, to promote voluntary repatriation to the country of origin, local integration in the country of asylum, or resettlement to a third country.

UNHCR promotes three durable solutions for refugees as part of its core mandate: • voluntary repatriation; • local integration; and • resettlement. There is no hierarchy of durable solutions; rather, an integrated approach that combines all three solutions and is implemented in close cooperation with countries of origin, host States,
